Abstract
Flooding has always been a major threat to mankind. This is particularly true in urban areas due to urbanization-induced increasing impervious areas and subsequent increasing urban surface runoff, causing an increasing flooding risk to urban areas in spite of the fact that extensive flood control infrastructure has been constructed. The overall goal of this thesis is to present a distributed source control infrastructure-based approach for mitigating the flood risk. The new flood mitigation approach is demonstrated through the model implementation of a series of distributed source control infrastructure systems in the city of Denham Springs at a neighborhood scale. The distributed source control infrastructure systems are modeled using the Strom Water Management Model (SWMM) to restore the post-development hydrograph to the corresponding predevelopment one under different design storm conditions (including 2 year, 10 year, 100 year, and 2016 event). Modeling results indicate that the distributed source control green infrastructure systems are capable to restore the post-development hydrograph to the corresponding predevelopment one under both 2 year and 10 year storm conditions. Under the extreme (particularly 100 and 2016) storm conditions a combination of retention pond and distributed source control infrastructure systems is needed to restore the post-development hydrograph to the corresponding predevelopment one. The flows, simulated with SWMM using both the Green-Ampt and curve number methods, are also evaluated and compared with those from the rational methods. The flow evaluation results and particularly model input parameter values under different storm conditions provide useful references for both engineering design and theoretical analysis of the uncertainty involved in design flow calculations. The findings from this study provides a green infrastructure-based sustainable solution to flood risk mitigation.
