Abstract
Public safety communication systems are implemented as trunked mobile radio systems. The finite-source queueing model, i.e., the Engset model, has been suggested as the appropriate model in literature for these systems. In this paper, we present the analytical framework and characteristics of the optimal call admission and preemption control for such systems. We consider two classes of users, namely, of high and low priority. We show that the optimal low priority (LP) call admission policy is a state dependent threshold based policy. We also demonstrate that the optimal LP call preemption policy is a threshold based policy.
