Implementing Gender-Based Provisions: An Analysis of the History and Challenges in Colombia

Abstract

What happens when a peace agreement, widely recognized as a trailblazer for gender-based participation and inclusivity, struggles to transform its promises into tangible change, almost a decade after its signing? The final version of the Colombian Peace Agreement, signed in November 2016, included over 100 gender-sensitive provisions thanks to the inclusion and effective participation of women throughout the negotiation process. However, recent data and reports show that many of these provisions have been characterized by irregular, slow, and, in some cases, absent implementation. The divide between the initial ambitions, the international recognition, and the concrete implementation of the agreement clearly signals the presence of unresolved, maybe completely overlooked, issues within Colombia’s institutional capacity.

This project investigates the complex reasons behind this fragmented implementation by comparing the agendas of various Colombian presidents against the available monitoring reports. If the academic literature recognizes the superiority of women negotiators, as well as the promising nature of the strategies implemented throughout the negotiations, what could have possibly gone wrong? This paper will discuss, among other factors, the deceleration caused by Iván Duque’s administration and the lack of access to information and disaggregated data.
