Abstract

Emergency evacuations, including their extent and level of urgency, reflect a wide variety of physical and socio-behavioral factors. Research and experience show that governmental advisories and recommendations to evacuate are similarly influenced. Ultimately, from the perspective of evacuee movement, all of these considerations combine to dictate the level of participation and, ultimately, the clearance time required to get people to safety. This chapter discusses the key concepts of emergency evacuation, including aspects of planning, operation, and management of transportation systems, as well as the assets and personnel often involved in carrying them out. While written from a broad perspective that includes many key concepts from the field of emergency management, the chapter takes a transportation-based view of evacuations, including how transportation planners, engineers, and managers view and assess evacuations from the standpoint of demand generation and providing capacity within transportation systems to best serve those needs.
