Abstract

This dataset supports the project "Wind Resilience in Coastal Louisiana: A Social Equity Approach to Enhanced Building Code Practices". It integrates building-level probabilistic wind damage estimates with census tract-level sociodemographic data for 708 census tracts across twenty parishes in southern Louisiana. Wind damage was modeled at the individual residential building level using the National Structure Inventory (NSI), ASCE 7-22 wind hazard rasters, Hazus-MH loss functions, and Monte Carlo simulation (50,000 iterations per building) of a fitted Gumbel extreme value distribution. Building-level outputs were aggregated to census tracts under 2020 Census boundaries. Two wind damage measures are reported, following the CLARA framework convention: Expected Annual Structural Damage (EASD), expressed as a proportion of structural value and capturing combined building, contents, and loss-of-use components; and Expected Annual Damage in Dollars (EADD), expressing the same components in dollar terms. Enhanced-building code practices for wind risk metrics through the effective implementation of resilient practices were identified and analyzed. Sociodemographic variables were derived from the 2018–2022 American Community Survey five-year pooled estimates and the 2020 Decennial Census, including racial composition, median household income, housing tenure, rurality, education, age, occupation, citizenship, and recreational housing share. The dataset also includes spatial regression model outputs (spatial lag regression with queen contiguity weights), direct/indirect/total effect decompositions, and supplementary analyses including within-CBSA centered models. This dataset is intended to support replication of the published analysis and to enable further environmental justice research on wind hazards in coastal Louisiana.
