Fragmented and Diverging Strategies and Initiatives as the Pattern of Governance Outcomes in Brazilian Local Productive Arrangements

Abstract

Mainstream literature in the global-north has theorized and approached cluster governance as arrangements marked by cooperative and harmonic interactions, which in general foster collective strategies and initiatives regarding the solution of locally clustered firms’ shared environmental problems. However, governance interactions in Brazilian Local Productive Arrangements (LPAs) do not often conform to some of these key assumptions despite Brazilian literature emphasizing the contrary. Therefore, this article argues that governance interactions, specifically around environmental issues, are more likely to result in diverging and fragmented strategies and initiatives than in cooperation and collective actions. To develop this argument, this study will analyze the main characteristics of several LPAs in Brazil such as their governance interactions, configuration of firms, and firms’ environmental perspective and performance. The pottery LPA of Porto Ferreira, São Paulo, Brazil will be empirically examined in detail. The present article is based on qualitative methods, and draws from archival sources, published materials, and 45 semi-structured interviews.

Resumo

A literatura dominante no norte-global tem teorizado e abordado a governança de clusters industriais como arranjos caracterizados por cooperação e interações harmônicas, as quais em geral promovem estratégias and iniciativas coletivas quanto a solução de problemas ambientais compartilhados por firmas aglomeradas. Contudo, as interações nas formas de governança de arranjos produtivos locais (APLs) no Brasil não estão normalmente em conformidade com algumas dessas premissas-chave, apesar da literatura Brasileira buscar enfatizar o contrário. Portanto, este artigo argumenta que as interações nas formas de governança em APLs no Brasil, especificamente em torno de questões ambientais, têm maiores chances de resultar em estratégias e iniciativas divergentes e fragmentadas do que em cooperação e ações coletivas. Para desenvolver este argumento, esta pesquisa analisará algumas das principais características dos APLs tais como suas interações em torno da governança, sua predominante configuração de firmas, e a perspectiva e desempenho ambiental de suas empresas. O APL de cerâmica decorativa de Porto Ferreira, São Paulo, Brasil será examinado em detalhe. O presente artigo baseia-se em métodos qualitativos, utilizando-se de arquivos públicos, materiais publicados e 45 entrevistas semi-estruturadas.
