Vietnam and Regional Human Resource Development in ASEAN

Abstract
As Vietnam joined the Association of Southeast Asian Nations (ASEAN) in 1995, its National Human Resource Development (HRD) strategy integrated into the emerging framework of Regional HRD in Southeast Asia and ASEAN. Informed by the literature of HRD and National HRD and the emerging literature of Regional HRD, in this chapter, we explore the relationship between Regional HRD and National HRD using the case of ASEAN and Vietnam as a member state. This chapter combines methodological practices of integrative literature review and qualitative content analysis of available scholarly literature, ASEAN publications, and Vietnamese government documents, reports, and white papers. Analysis reveals the unique influence of Regional HRD in ASEAN on Vietnam and the role National HRD in Vietnam has played in Regional HRD in Southeast Asia. Implications for research, policy, and practice to promote collaboration in HRD are provided.
