Abstract
This chapter explores the process dimensions of the Regional Human Resource Development (Regional HRD) ecosystem in Southeast Asia. Whereas the aforementioned dimensions (macro, meso, and micro) describe the content of the Regional HRD ecosystem, the process dimensions describe how this ecosystem has emerged over time. The process dimensions also depict how HRD policy and practice have converged and diverged throughout the region through regional qualification frameworks, multinational corporations, and regional partnerships. Lastly, it describes how the process of learning and adaptation as it relates to HRD has meant that all actors are in a continual state of flux as they learn and adapt to economic, political, and technological changes. This chapter provides a case study of these processes at work in a community-based organization in Myanmar and ends by describing the holistic framework of Regional HRD.
