Abstract
Transportation plays roles in before, during, and after disasters. How it can be used depends both on the spatiotemporal and threat characteristics of the hazard as well as the available transportation modes, systems, and infrastructure in an impacted area. Over the past 20 years, emergency transportation has evolved and advanced significantly and is a formal component of the National Response Framework that guides disaster preparedness, response, and recovery in the United States. Similar to the management of emergencies, current emergency transportation practice seeks to integrate “scalable, flexible, and adaptable perspective” resilient approaches so that they can be efficiently and cost effectively applied to any form of disruption from low probability-high consequence catastrophic disasters to frequently and routinely occurring transportation incidents.
